Draft CHANGELOG for the pending post-v3.8.0 release. Commit hashes are
left as "TODO LATER" placeholders, to be filled in when cutting the
release.

Fix:
  - Add draft CHANGELOG section for pending release
  - Note observable change in behavior for malformed/corrupt input
    (incl. invalid cache references)
  - Note change in default byte output (keyword auto-caching, on by
    default), with opt-out pointer
  - Re-frame pending release as v3.9.0 (adds a feature + changes
    default byte output, so no longer patch-suitable)
