Windows で movescu 等の .bat ラウンチャー経由の C-MOVE/C-FIND が、cmd.exe のバッチ
パラメータ参照(%1)が引数中の =/,/; を区切り文字として再分割してしまう既知の挙動により
IllegalArgumentException で失敗する不具合を修正(Dcm4cheTools.quoteForWindowsBatchIfNeeded)。
