Fix E001, E019, and E038 false positives (v1.1.7)

Correct parenthesis-depth tracking for FOR /F IN clauses and echoed IF lines, scoped FOR /F tokens= validation, and FOR loop %%~ modifier parsing. Add regression tests and spec corpus cases, update reference-matrix mappings, and bump version to 1.1.7.
