Coast Plugin 0.3 — Incremental updates

Adds the administrator-only incremental change feed used by Coast’s optimized Jobs system:

• Coalesced library, user-data and permission updates with explicit cursor reset/reconciliation.
• Sanitized current streams, without server paths, access tokens or network addresses.
• Bounded journal and paged updates; native Coast polling remains the fallback.
• Enable live updates setting. Existing trailer crop analysis is retained.

Targets Jellyfin 12.1. Install the package through the Coast Plugin repository and restart Jellyfin to activate it. Coast requires an administrator server source to read the update feed.

Validated with a Release build and 11 journal checks. Matching source is included in this release tag.
