Restore Maven release workflow authentication

The v1.544-RELEASE workflow passed the full reactor test but deploy returned 401 from the maven environment credentials. A local deploy using the maintainer Maven settings succeeded and verified parent plus 33 child modules. Refresh TEAQL_MAVEN_USERNAME and TEAQL_MAVEN_PASSWORD in the maven GitHub Environment before the next release.

Synced TEAQL_MAVEN_USERNAME and TEAQL_MAVEN_PASSWORD from the maintainer local Maven settings into the GitHub maven Environment on 2026-08-31. The same credentials successfully deployed and verified 1.544-RELEASE locally. A workflow_dispatch verification run was started; keep this issue open until the next immutable version proves GitHub-hosted upload permission.
