docs: document safe registry garbage collection

Summary

• explain registry retention versus blob garbage collection
• document the tested dry-run and offline GC workflow with untagged manifest cleanup
• add a failure-safe maintenance script, optional weekly schedule, logs, and verification

Verification

• manually tested against the production registry: 20 manifests and 94 blobs processed; registry returned healthy
• git diff --check
• embedded maintenance script validated with sh -n
