v0.26.1: in lockstep with teko 0.26.1 on mc 1.0.1

teko v0.26.1 gives a heap array of a qualified or generic type a real teko
refusal, and settles three points of record including the T[][] ruling
(teko-lang #763, D99). The library's own sources do not change.

Gate, macos/aarch64, mc 1.0.1: strings_test 42, strings_panic_test 70,
'ok language: 19 tracked sources carry no Portuguese'.

Proven by the teko_std CI gate over this tag: two native legs
(linux/x86_64, macos/aarch64), each building the taught teko compiler
from teko v0.26.1 and running every fixture with it, plus the
language check.

No binaries are attached: this is a source library, and the archive a
consumer (or the mc registry) fetches is this tag's own source archive.
