Download and verify

• Verify with sha256sum -c SHA256SUMS

Quick smoke

./kooixc --version

Current scope

• This prerelease validates the packaged kooixc CLI on Linux/macOS
• native / native-llvm still require host llc and clang
• Windows release artifacts are not shipped yet in this test cut
