What's new in 0.2.0

Two new tools close the full CI loop — fix, rerun, verify, release:

• gh_rerun_ci — rerun a GitHub Actions workflow run (failed jobs only, or everything)
• gh_create_release — publish release notes as a GitHub release; creates the tag automatically

Total: 8 tools for PR review, CI fixing, issue triage and release shipping. 42/42 tests green.
