Quasar Fixes

Quasar-specific changes:

• Correct sfpsetcc, sfpswap, sfpgt & sfple instructions to encode operand type as int32 or float
• Add type operand to their associated builtin functions
• Correct compiler's internal emission of same.
• sfpi::min, sfpi::max sfpi::clamp and sfpi::swap can also operate on sfpi::vInt
