Release v0.9.5

Some runs of the test harness failed with [Errno 2] No such file or directory because two workers could start and finish tests at the same time, and the cleanup step sometimes removed another test’s scratch directory mid-run.

We now coordinate access to the shared scratch-directory tracking with a lock so temporary directories stay in place until the owning test has finished.
