Also tag images with the short (7-char) commit SHA

Tercen's commitSha comes from the GitHub zipball directory name
(<org>-<repo>-<short-sha>), so the tag-less container resolves to the
SHORT sha — 1.2.1's install test failed pulling :9815d7e while only the
full-sha tag existed. Push both forms.
