Terraphim client channel alignment — v1.21.2

This release marker aligns the public Terraphim release channel with the canonical private Gitea Cargo release 1.21.2.

Canonical package evidence:

  • terraphim_grep 1.21.2: exact private-registry clean-root install and functional smoke passed.
  • terraphim_agent 1.21.2: immutable repair published; exact locked clean-root install, provenance, version, and guard smoke passed.
  • Release Guardian exact-package enforcement is merged in private/cto-executive-system#86; final pass evidence is merged in #88.

The private Gitea Cargo registry remains authoritative for fleet package installation. Public crates.io mirrors may lag and are not substituted for canonical proof.
