should this go into desktops/waylands?

I'm not sure. Since it's not a graphical one tools felt better fitting.

Also since this is noarch, can you add this line to the anda.hcl (so it only builds the noarch package on x86_64)

It's not graphical? I see a .desktop file which may indicate otherwise.

With the exception of one, those .desktop files are sample systemd units from the UWSM project. UWSM is to ease systemd session integration for wayland compositors and for help launching programs inside that session, similar to Runapp, App2unit (from the same creator) and systemd-run.
But now that you point out, maybe the uuct.sh that has a .desktop can be considered as semi-graphical as it's an utilitarian script to manage units/services that starts a launcher (fuzzel, wofi etc) with the list.

On a laptop now reading over this again, it should be put in desktops/waylands since it's a Wayland-specific utility.
Also, were you able to figure out an update script? Looks like it would be:

rpm.version(gh_tag("Vladimir-csp/uwsm"));
