v0.4.1 — Metadata-consistent camera-ready patch

Metadata patch on top of v0.4.0 — same code surface, internally-consistent metadata for the camera-ready Zenodo archive.

What changed since v0.4.0

• CITATION.cff: version aligned to 0.4.1; doi switched to the Zenodo concept DOI (10.5281/zenodo.19389694) which always resolves to the latest published version of this record on Zenodo.
• README.md: DOI badge and BibTeX example now reference the concept DOI for the same reason.
• pyproject.toml: version = "0.4.1".
• CHANGELOG.md: new v0.4.1 section explaining the patch rationale.

Why this patch exists

v0.4.0 was tagged before the repo's metadata files were synced, so the v0.4.0 Zenodo archive at DOI 10.5281/zenodo.20801470 contains version: "0.3.0" strings inside CITATION.cff and pyproject.toml. v0.4.1 closes that gap: the archive Zenodo will create for this tag carries version: "0.4.1" and concept-DOI references internally, so the deposited archive is now metadata-consistent.

What stays the same

• §V-E DRA Quota Cascade reproducibility set under manifests/k8s/kueue/dra-paper-test/ and the captured experimental output at docs/experiments/2026-06-09-dra-quota-cascade-output.md — same files, identical bytes.
• §V-D RTX 5080 DRA experiments — unchanged from v0.3.0/v0.4.0.

Paper citation

The IEEE SMC-IT/SCC 2026 camera-ready paper cites the version-specific Zenodo DOI for v0.4.1 (assigned by Zenodo at deposit time, will be linked here once the deposit completes).
