theboringoffice v0.3.8 — the charter reaches claude

Fixes the 'claudecode work is mediocre while opencode flies' gap.

Root cause: the office injected its oikonomos manager protocol only into opencode's config file. Claude Code reads project memory (CLAUDE.md) — which the office never wrote, so claude bosses worked unprimed: no decomposition discipline, no permission etiquette, no proof-of-work contract.

Now claudecode boots get the same charter: the office writes CLAUDE.md (created with an import of the bundled oikonomos charter when absent; an idempotent marked block appended below your content when you already keep one — your bytes are never touched). Live-verified against the real CLI: a marker planted in the charter comes back verbatim from the boss through the office's own spawn path.
