theboringoffice v0.3.9 — byte-exact charter freshness

One-line policy, shipped: on claude-only offices the seeded .opencode/oikonomos.md now refreshes to the embedded charter whenever it drifts (absent, stale after an upgrade, or hand-edited) — the same office-owned discipline the opencode pass has always had. Fresh files cost zero writes and zero boot notes. Members edit CLAUDE.md, never the payload.

Live-verified on the real CLI: the boss recites all five developer return-contract sections (DONE/FILES/VERIFY/PROOF/ISSUES) from the real charter through the office's own spawn path.
