Faster Preprocessing by refactoring `get_condition_data`

Soon a PR will come for this but I wanted to create this issue for documentation purposes. A brief description:
dask dataframe rewrite of get_condition_data which reduced the time for preprocessing from 8hr to 15mins in my case
