STOW v0.4.2

STOW v0.4.2 is the SkillStore admission-integrity patch release.

The operative v0.4.1 STOW kernel body remains byte-identical. This release adds distribution and admission infrastructure rather than redesigning STOW's writing behaviour.

• Agent Skills activation, compatibility, licence, author, and version metadata.
• Explicit packaged-runtime disclosure.
• Deterministic SkillStore admission, package, mutation, and CI qualification.
• Exact-version and hash-locked hosted CI dependencies.

Preserved

• v0.4.1 kernel body: byte-identical.
• Existing rules, routes, profiles, protected corpus, schemas, templates, and runtime-helper implementations.
• No complete example added to SKILL.md.
