Patch priority max for better compatibility with A NEW WAY to install GTA San Andreas Mods
https://github.com/pedrolecio/mo2-gtasa-support

And add a workflow to auto publish new releases/artifacts on tags and push

…d use it to clamp priority values, allowing for more flexible configuration
ci(build.yml): add detailed comments explaining each step in the build process
ci(build.yml): correct comment about MSBuild property precedence and toolset version
ci(build.yml): update artifact collection comments to reflect current directory structure
ci(build.yml): add comments explaining the purpose of the release job

Thank you very much @Fabio3rs.

I have split the CI changes and mod priority into separate PRs: #132 #133.

In #132 I have made the max priority configurable in modloader.ini. It's now merged 😄

I'll take a look at the CI changes once we are closer to the new release.
