prepare 0.1.0b4 release (docs-only: PROFILES drift fixes + comparison section)

Bump version to 0.1.0b4 and stamp the CHANGELOG. This release ships the
documentation fixes from main: the README install snippet now uses the
required PROFILES shape (was ImproperlyConfigured-on-boot), the runbooks
match the resolve_profile authz model, MFA/session gates are documented as
opt-in, the "Phase N" scaffolding is gone, and the README gains a
"How it compares" positioning section. No code changes.
