First modernised release of the chapter-16 companion project (formerly
apiarchivesouvertesrust 0.1, now deprecated and renamed).

Highlights

• hal-sdk — asynchronous SDK for the HAL open-archive API, working on native
  targets and wasm32. Query builder covering basic, field, multi-term (OR/AND),
  proximity, field selection, pagination and facets; enriched HalDoc; typed errors.
• hal-cli — asynchronous command-line example.
• hal-web — framework-free WebAssembly front-end with quick (debounced) and
  fine-grained (field-scoped) search, page navigation and shareable URLs.
