Remove Reo npm install tracking

Summary

• remove the direct reo-census dependency from @openuidev/cli
• remove the now-obsolete CLI package-install tracking documentation
• remove only the CLI importer entry from the lockfile
• keep the docs-site Reo integration unchanged

Why

OpenUI CLI installs should no longer report npm package-install telemetry to Reo. Reo remains enabled on the docs site.

Impact

Installing @openuidev/cli no longer adds Reo's package tracker through a direct CLI dependency. The CLI's existing PostHog command telemetry remains unchanged. reodotdev and its transitive reo-census dependency remain in the workspace for docs-site tracking.

Validation

• pnpm install --lockfile-only --frozen-lockfile --offline --ignore-scripts
• pnpm --filter @openuidev/cli run ci
• git diff --check
• verified docs/app/providers.tsx and docs/package.json are unchanged from upstream
