Official release for et-predict-app for use with EmComm Tools Community R6 Build 4.

Note: This application relies on services provided by the EmComm Tools Community (ETC) R6 platform. It is not meant to be a standalone program as it requires the offline map engine and API provided by ETC.

Added support for a 24-hour monthly prediction table.
