AmiSync 0.9.8

New settings, both matching Syncthing's:
maxsend is an outgoing rate limit in KB/s (default 0, unlimited).
compression is metadata or never. The default is metadata, except
under Emu68, where it is never unless set.

Sending is lighter on the TCP stack than in 0.9.7. A failed send now
logs why, and the startup log notes that Locale has no summer time.

Thanks to @FerryA1, whose careful testing led to most of this.
