feat(handling): match inner exceptions

Summary

• add typed and untyped WhenInner / OrInner APIs with predicate overloads
• search direct exceptions, ordinary inner chains, and every aggregate branch
• preserve KEV007 handling-clause analysis and document Polly migration mappings
