Adds an optional
bootstrapper_refdispatch input so the matrix can install a ref's_bootstrapper.pyinstead of only the publishedinstall.py— lets installer changes (e.g. #333's redirect fix, on dev since July) be validated before release. No input = identical behavior to today. CI-only.
