release. Only release title and notes can be modified.
Advances @v1. New opt-in reusables: event-dispatch.yml (SP-C-2 failure-driven open side), require-work-item.yml (SP-C-5 no-work-without-a-work-item, fail-closed). New governance/loop: loop_governor.py (runtime guardrail enforcement), dispatcher repo-resolution accuracy. All opt-in; existing consumers unaffected until they wire them.
