Harness Base — v1.0.0

The first stable baseline of the Codex multi-agent harness.

This release establishes the core architecture for workflow-driven execution, Jira-backed context and handoff, progressive capability loading, and multi-agent coordination across Brain, Orchestrator, and Specialists.

It also introduces a clean separation between public workflows and private internal capabilities, providing a scalable foundation for future frontend, backend, design, DevOps, and other domain workflows.
