V.03: Bump to v0.3.0 — update README, UI, and version strings

- Version bump 0.2.0 → 0.3.0 across pyproject.toml, webapp health endpoint
- README updated: 15 checks (was 11), new scoring formula with corroboration
  factor and lone-wolf penalty, per-check benign alternatives documented,
  deep preset table expanded with 4 new checks
- GitHub Pages UI: hero reflects v0.3.0 and 15 checks, footer updated,
  server deep scan description updated
