ArgentWolf Post Notifier 0.1.0-alpha.2

ArgentWolf Post Notifier 0.1.0-alpha.2 establishes the registered-user
verification-provider contract and the release/tooling foundation for later
notification delivery milestones.

Highlights:

• Add a typed registered-user verification-provider contract.
• Integrate with ArgentWolf Email Verification's public API.
• Fail closed when verification availability, compatibility, or status cannot
  be determined safely.
• Add provider health reporting and administrator health warnings.
• Support the released minimum API contract (0.3.4) and current companion
  release (1.0.2).
• Qualify both companion versions against WordPress 7.0.4 and 7.1.
• Move canonical repository and issue authority to Forgejo; GitHub remains a
  downstream mirror.
• Declare the WordPress.org ArgentWolf Email Verification dependency.
• Add reproducible release packaging with source-derived timestamps.
• Keep campaign, subscriber, audience, queue, delivery, unsubscribe, and
  statistics implementation in later alpha milestones.
