Experimental naive-Bayes flags (default OFF)

Both naive-Bayes second opinions are experimental and default OFF; they record shadow telemetry only and must not be relied on for routing:

• DOWNSHIFT_NB_UPSHIFT (#36), shadow telemetry nb_upshift
• DOWNSHIFT_NB_DOWNSHIFT (#41), shadow telemetry nb_downshift. Since #42, guardrail R1 (unconfident downshift) also holds the NB TRIVIAL downshift, so with this flag on, effective routing is unchanged on every evaluation split (0 of 21 seed opinions reach the small model).
