0.4.2: Todo Retention, Command-Free Prompt, And Wider Sections

• Settled Todos Age Out: A task that reaches completed or cancelled stays in the Todo table for TELEGRAM_PROGRESS_TAIL_TODO_RETENTION_MS (60s) and then drops out, so the newest work is visible instead of a wall of checkmarks. The header keeps counting every task (9/11), hidden rows are reported as [N settled tasks hidden], a dedicated expiry timer republishes the bubble when the window elapses, and an all-settled list removes the section entirely.
• Slash Commands Are Not Prompts: isCommandInvocationPrompt keeps /reload-plugins and friends out of the Prompt section on both agent-start and prompt-update, preserving the last real prompt. Paths such as tolong cek /tmp/x.log are unaffected.
• Byte-Accurate Size Budget: The render ladder now measures UTF-8 bytes against TELEGRAM_PROGRESS_TAIL_MAX_MESSAGE_BYTES (8,000) instead of characters, which is the real limit behind Telegram's Show more collapse.
• Wider Sections: Tool rows 4 → 10, todo rows 8 → 20, tool results 250 → 600 chars, tool arguments 120 → 200 chars, reasoning lines 8 → 14, reasoning budget 4,000 → 5,000 chars, and the Prompt section 140 → 600 chars, each degrading through the ladder only when the byte budget demands it.
