Summary

• move File System create, list, describe, and delete from companion commands to the typed /v1/admin/tenants control plane
• add optional display names and labels on create, plus display-name and exact-label inventory filters
• expose authoritative metadata, quota usage, and local-token state while keeping resource selection ID-based
• keep data-plane, mount, layer, Git, journal, vault, pack, and unpack operations delegated to ti-drive9

The live suite verified create, filtered list, describe, token lifecycle, data-plane access, FUSE/WebDAV mounts, and asynchronous deletion of only its uniquely named temporary File System.
