• Added audited operator intervention commands for bad intake cleanup: millrace queue cancel, queue archive-blocked, queue supersede, queue retarget-dependency, incident resolve, incident cancel, and incident archive-invalid.
• Intervention commands archive rather than delete runtime artifacts, write intervention ledgers/runtime events, refresh queue-depth snapshots, and mailbox-route when a daemon owns the workspace.
• Synced the optional millrace-web sidecar package to 0.18.5 with a millrace-ai>=0.18.5 dependency.
