Protocol v0.9.0

Add shared Timba event codecs and trusted program-log extraction, preserving historical unjoin layouts and bigint values. Add contract-matching winner calculation and token-policy eligibility evaluation.

Validation: 51 tests, typecheck, formatting, generated-client checks, and build pass. Winner vectors were also verified against the Rust contract. Released from the reviewed merge of PR #18.
