[Feature] Substitute the biliup tool #245

Is your feature request related to a problem? Please describe.
In current version, the upload function still is restricted by the biliup-rs, which will not only limits the version of gcc, but also restricts the upload fuctions of this project. That doesn't make sense. Only refactor it in python will make the project upload more flexible.
Describe the solution you'd like
Use the bilitool written by me to replace the biliup-rs tool, which will enable more customized function, thus facilitating the upload process.
