A tool in tooling.yml can now set tags, a pattern its release tags must match. tooling-drift then follows the newest stable matching tag, read with git ls-remote, instead of the repository's latest GitHub release. This covers repositories that release several packages, such as Effect-TS/effect with ^effect@, and ones that tag versions without publishing releases, such as OpenCode's v2 line with ^v2.
