Release 3.13.97 - Behaviour corrections

A bug-fix release aligning behaviour to the master and the contract:

  • ORM force-delete no longer throws instead of deleting the row (PHP).
  • Queue clear()/purge() on a broker backend refuse by name instead of a silent
    no-op or draining the live queue (ADR-0022).
  • Session destroy() no longer lets a later set()+save() resurrect the session
    (PHP/Ruby); flash(key, null) reads-and-clears instead of storing null (Node).
  • DocStore distinct() dedups Date values by value, not object identity (PHP).

This cut also completes the version bump the 3.13.96 release left unfinished:
the CLAUDE.md headers and the version constants (Python floor literal, PHP
App::$VERSION) were still 3.13.95.
