release: v3.11.26 — file_patch MCP tool + drop deprecated setAccessible

PHP was missing the file_patch tool from MCP. The supervisor's system
prompt mandates file_patch as the primary edit tool ('Never reach for
file_write when file_patch can do the job') so the LLM's first edit
attempt errored with 'Unknown tool: file_patch'. Mirrors the Python
implementation byte-for-byte, including the count guard that rejects
ambiguous matches before they corrupt the file.

Also dropped \ReflectionProperty::setAccessible() — deprecated in
PHP 8.5 (no-op since 8.1). getValue() handles private properties
directly. Was producing a warning per route_list MCP call.
