Fix: Add js_escape/to_json/tojson filters with auto-escape bypass

Added the missing js_escape, to_json, and tojson filters, returning SafeString to bypass auto-HTML-escaping. Previously these filters did not exist in the Ruby port, causing parity gaps with Python 3.10.17.
