Version 1.5.0-alpha release

• Upgrade windows build to visual studio 2022 from 2019
• Create function to fit console buffer size to console screen size on Windows platforms
• Create ascii_engine init and end functions
• Support action tiles of different shapes then squares, fix bug in parsing board, and add functionality to insert format character in configuration file
• Add multi line and irregular line tests to ascii board
• Make sub_tile_configuration public and remove fit_console_buffer_to_screen from dll function calls
