Download tla2tools.jar from the rolling release of TLC.

The build fetched tla2tools.jar from the v1.8.0 release, whose tag TLC's
CI moves to every master build. The URL thus breaks with each version
bump of TLC. TLC's CI now also moves a rolling tag, which survives
version bumps, to every master build, so the build fetches the same
most recent jar from a URL that does not change.
