Reliable full updates and runtime repair

What's Changed

• Skipped runtime updates are now carried forward through later frontend-only releases, using the actual installed host version.
• Added Full Update in Settings to reinstall the latest release in the selected channel, including both runtimes, even when already up to date.
• Full updates use verified payload metadata and retain their effective update type through macOS staging.
• Source instances running through dotnet now reject binary self-updates before downloads or process changes.
• This release refreshes both runtimes and advances the compatibility floor so older updaters also catch up on skipped full releases.

Release integrity

Native archives have matching platform-specific SPDX SBOM assets plus GitHub build-provenance and SBOM attestations. Installers and the built-in updater additionally verify a signed manifest and all packaged-file hashes.
