Atom 1.63.1 on Electron 36.9.5 — same binaries as e36.2 plus welcome-screen rework:

• telemetry consent prompt removed (telemetry off by default)
• 'We are sunsetting Atom' announcement gone
• new Release News pane fetches the latest published release from GitHub and shows version, notes, and per-platform download buttons

Atom 1.63.1 rebuilt on Electron 36.9.5.

First release with Linux (.deb/.rpm), macOS x64 zip, and Windows installer built on the same Electron 36 stack:

• Linux: atom-amd64.deb + atom.x86_64.rpm
• macOS: atom-mac.zip (x64, unsigned)
• Windows: AtomSetup-x64.exe + nupkg + RELEASES (unsigned)
