v1.0.0: Initial Release

Summary

This is the first release for %chain-watcher, a light fork of %eth-watcher that handles nontrivial chain monitoring use cases. This desk is initially intended as a dependency for %fund and %slab, with the hope of eventual reintegration back upstream into %base.

The important changes in %chain-watcher relative to %eth-watcher as of this version are:

1. %scanner replaces the L2 batching parameter in %eth-watcher with an optional confirms parameter (the number of confirmations before accepting and propagating a block; default 15).
2. %scanner restores the ability of the agent to perform eager block fetches (that is, block fetches before confirmations), which was removed from %eth-watcher during the L2 integration.
