`tracing-subscriber` depended on unreleased `tracing-serde` APIs and
thus couldn't be released earlier (I forgot to publish the
`tracing-serde` changes).

Now that they're published, we can bump `tracing-subscriber`'s
dependency and _actually_ publish a new version.
