Fix: failed DNS lookups negatively cached 3s (degraded 5G no longer stalls all new connections on DNS timeout)
Fix: DNS timeout 2s -> 1s for faster failover
Reliability: handshake thread pool 128 -> 256 (burst traffic can't exhaust it)
