@clack/prompts 1.8.1, @biomejs/biome 2.5.14, @types/bun 1.4.2, plus lockfile-only updates to tinyexec, @babel/parser and @types/node. No breaking changes: tests, typecheck, lint and build pass, and the built CLIs render prompts and spinners as before.

chore: update manifests for v0.3.0

ci: fix Winget and Chocolatey publishing, wait longer for npm

Winget failed with "no assets to download": gh release download looks the
release up by tag, and GitHub's by-tag endpoint kept returning no assets
for minutes after upload, while the by-ID endpoint and the download URLs
already served them. Winget and Chocolatey now read SHASUMS256.txt from its
download URL, retrying for up to ~5 minutes. The file is saved and read as
text: GitHub serves it as application/octet-stream, so Invoke-WebRequest's
.Content is bytes and never matches.

Chocolatey packed the committed manifests/chocolatey, which the release
script only updates after CI has run, so each Chocolatey version installed
the previous release's zip (0.3.0 pointed at v0.2.11). The workflow now
stamps this release's version, download URL and checksum into the nuspec
and install script before packing, and fails if the stamp did not take.

The release script waited ~3 minutes for the npm tarball. npm now processes
a new version after publish, and the tarball 404s for several minutes after
its metadata is live, so the wait is now ~15 minutes.
