Speculative fix debugger hang fix based on .NET 10 P4

This is a private build of a speculative debugger hang fix against .NET 10 Preview 4.
To test the fix:

1. Make a backup copy of the .NET 10 P4 runtime files located in %ProgramFiles%\dotnet\shared\Microsoft.NETCore.App\10.0.0-preview.4.25258.110
2. Download net10_p4_debugger_fix.zip
3. Copy clrjit.dll, coreclr.dll, mscordaccore.dll, mscordbi.dll, System.Private.CoreLib.dll to %ProgramFiles%\dotnet\shared\Microsoft.NETCore.App\10.0.0-preview.4.25258.110
4. Follow the instructions on allowing unsigned debugger libraries per https://aka.ms/vs/unsigned-dotnet-debugger-lib to allow VS to load unsigned debugger binaries
5. After testing is complete, please restore the original clrjit.dll, coreclr.dll, mscordaccore.dll, mscordbi.dll, System.Private.CoreLib.dll back to %ProgramFiles%\dotnet\shared\Microsoft.NETCore.App\10.0.0-preview.4.25258.110
